Will crank...won't....will...won't...etc

This is a real bummer! Turn the key to "crank" on my '96 auto Tracker and nothing happens (all other electrics work fine). I have no juice to starter even with a new battery and clean contacts. Any ideas where I should start looking?

I JUST CROSSED THE LUGS ON THE STARTER SOLENOID AND THE STARTER MOTOR TURNS W/O THE BENDIX KICKING IN.
