idle control sensor

OK in another post I mention my crankshaft position sensor being replaced should have started the car. zip. In the meantime I hear the idle control senor humming while the car in turned off and key out of ignition. It runs the battery dead. Is this something that happens when the ICS is malfunctioning or is there some incideous demonic entity(IDE) possessing my ecm?
