91 Cutlass Supreme no start 3.1

Has 41psi fuel pressure while cranking, checked all fuses, checked injector harness with noid light, has new tps, new plugs and wires, new iac, checked for spark from all 3 coils, but only get a orange spark, tried a squirt of starting fulid while cranking and still not trying to fire. Would it be likely all coils went out or should i try control module first?

Icm is very common on these cars, pita to get at though, it can be tested by Napa and AZ, but the test is not always accurate.
