Emission Removal

I have an 88 IROC with a 5.7L that I am rebuilding. I live in an area where emissions testing is mandatory every year. I am planning on building the engine to about 300 to 350hp. I want to get rid of the exhaust manifolds and put headers with a catalytic converter. Am I going to be able to pass emissions testing without the emissions pump and the piping that goes with it? I understand that the cam makes a difference and I plan on a performance street cam.
