1994 Ultra - DRL - Lamp Control Module

My 1994 Ultra, being a Canadian model, is equipped with DRLs (RPO T61).
Problem is, the DRLs are not working, most probably haven't ever worked (disabled back in 1994 when the car came to Switzerland).
Now I'd like to reactivate them. I can find the DRL resistor mounted to the fender and it is still electrically connected and all, but no DRLs. Service Manual says that 12V are fed to the resistor directly by the lamp control module. Now I'd like to check out this connection on the module, but I'm a little hesitant because the procedure to get to the module, as stated in the service manual, is to disassemble the entire instrument panel. The module appears to be somewhere behind the passenger side airbag, but it's exact location is not entirely clear from the service manual.
My question: Has anybody ever attempted to get to the lamp control module? Is it possible to get to it without having to disassemble the entire I/P? Maybe from below?
