2004 Envoy XL...Windshield washer pump not stopping....

So the other day I went and washed the front windshields as normal, however the pump would not turn off. It kept running until I pulled the pump out and the thing was so overheated it pretty much melted itself down (good thing i got it out as it probably would have melted through the washer fluid tank as well.). My first thought was it shorted out and to buy a new pump for $20...however the cable going to the pump is constantly hot...so if i bought a new one it would just keep running as well...

Anyone know why? How to diagnose...remedy? How much would a dealer charge to fix? I saw online that 2003 models had a recall due to the wiper module getting corroded and could cause the pump to not stop running...only issue is I have an 04 model and seems like the issue wasn't corrected?

Any help/advice would be greatly appreciated...
