1993 Cutlass Supreme SL

There is a noise in my front end (the noise sounds like something is loose or rattleing when turning back and forth), I took the wheel off and there is oil from the strut all over. Do you think that this noise is from the strut or do I have an additional issue? The boot is ripped on the lower ball joint but it still feels tight when I check for play in the wheel.

Any ideas? Just thought I check before I start trying things.....
