2000 2.2 bi fuel wont start

Currently running on gas not cng.
Car will crank but will not start. I have replaced ignition coils, plugs and plug wires. I have verified that I have spark. After cranking for a minute I pulled a spark plug and it was dry (not wet with fuel).
When I turn the key to the on position(not trying to start it, just the on position) I can hear the fuel pump buzz for a couple seconds. Would the fuel pump still buzz if it was bad? or if the relay was bad? I'm going to replace the fuel filter tomorrow as well.
Car will start with starter fluid but will not stay running
Car only has 40,000 miles on it.
I have also removed the cng fuse in the fusebox under the hood.

Use a pressure tester and check for fuel pressure.
If you have pressure use a noid light and check for injector pulse.
Ask Auto Zone or Advanced they have loaner tools.
