Big Problem With The 98 GT

Two days ago I installed a factory clutch and new battery back on my gt and as I was test driving the car out it completely shut off at the top of the neighborhood. Heres some of the problems, when i put the key to ignition the dreadful theft light blinks rapidly, i then checked my fuses and and my yellow 20 EEC or PCM fuse was blown, i replaced it and it blew again, the car cranks but wont start and I am thinkin it is because of the fuse being blown, and there is also no pressure in my fuel rails. DOES anybody have any advice for this??
