when should the electric cooling fan turn on? 02 cavalier 2.2 engine. the temp has gotten up to about 200 and didn't come on

222 degrees turn on, 204 turn off... or something very close to those numbers. I reprogrammed my PCM for 210 turn on/190 turn off, and I don't remember for sure what it was at stock.
Driving, mine runs at 188 in "clean air", will get up to 196 "drafting" :).
