AC fixed by mechanic, about mont ago, after lines were disconnected after engine swap.
Line was VACed, oiled, and refilled.
AC does not blow cold at all, just warm air.
When I attach R134a refrigerant with meter it bounces from 25 to 45 every three seconds.
Any idea? PLease help, I can provide more details if needed.

The clutch is probably opening and closing if this is the case you might to use a jumper on the low pressure cutout to get R134 in the system.
As the previous repair wasn't done correctly take it back and have them fix the leak. Otherwise your wasting money.

Hey Richard, thank you for answering. What do you mean use a jumper, you mean bypass the something, can I do it? The AC mechanic did give me a guarantee.

Usually you unplug the switch and use a jumper wire across the contacts in the wiring harness.

Ok, just permanantly have it jumped, sounds easy enough. Does that mean that everything else will function correctly.

This allows you to charge the system and is not a repair.
