97 Lesabre - No power in run (no pink wire power)

We've been debugging an issue where this '97 wouldn't start. It wouldn't even crank. We thought it was the VATS because we could get it to crank when we bypassed the starter relay. We executed the VATS bypass completely by inserting the part that sends the signal to the ECM to enable the fuel sending system, and directly tied the relay enable to ground. This, we though, would fix it all.
However... after installing the "fuel enable" circuit which uses "hot in run" power (pink wire), I noticed the part we installed wasn't turning on and we found we were getting no 12V when in run.
I checked a few additional pink wires throughout the system and still no 12V when in run.
Where does this 12V come from? I imagine there is a relay somewhere that is tied to the ignition switch? Does anyone know where this relay is?
We believe we checked all the fuses in the car and they were all good. Do any of you know if this power is fused? I would assume it would use one of the 'big' fuses under the hood? We don't have schematics detailed enough to tell us all of this.

Good wiring diagrams fpr this at autozone.com, repair guides, and that circuit is fused.

Anyone know where to get the best wiring diagram for this? I have a basic guide from autozone but it doesnt show this circuit from the ignition switch to the relay that enables power in run, or where to find the fusable link.

The Haynes book says the source of the pink 12V, "hot in run", is fuse 7, 10A, Relay Center. This diagram is for 1994 and later models. I would look first on the firewall at the relay center. There are more fuses under the glove box, right side. Have to remove the black plastic cover. When they refer to the Relay Center, I believe they mean along the firewall, under the hood. This fuse is the source for pink wire power for the injectors (per the book). May not be the one you need.
There is a "pink" source of power from the ignition and it goes to Fuse 5, 15A. It says hot in run. Another pink lead from the ignition is Fuse 8, 10A. These both say they are in the Relay Center.
