I own a 1989 Nissan 240sx hatckback with an RB20DET engine and I just want to know if this engine is legal or illegal In California cause I got pulled over by CHP and issued me a ticket for loud exhaust and for an emissions violation would it pass the State referee visual test please help

No engine swap is legal. He had every right to give you those tickets.
The only way you can pass emissions and crap is knowing someone who you pay off to just pass the car. Best thing to do is put a silencer in the car so you aren't suspicious at all.

Saying that no engine swaps are legal is false, theres guidelines about what you can and cannot swap, IE you could swap an LS motor into it as long as its newer than the car you are putting into it, and you retain all the factory emission equipment from the LS. The RB motors where never allowed into the US because of the smog laws we have inplace. You could put the 2JZ out of a Lexus or Toyota aslong as it was the US spec engine, not the JDM, and you would need to retain all the EVAP and Emission systems from the donor car.
