93' sable: interior fan wont turn off?

well just like the title says i have a 93' mercury sable 3.8l v6 and for some reason, weather the car is started or not, everytime the key is to the on position my interior fan turns on (display even says off). as far as i can tell its working properly other than that, i can change what vents the air comes out of, air speed and temperature... but when i press off it runs on its own and on high! any help would be appreciated on this weird problem.
