1995 crown vic power locks ? Not locking

All locks lock but wont unlock . No keyless entry or remote . Have very low volts to all acturators . When unlocking.. Voltage fine when locking , Any help please....:screwy:

Upate on the power lock Problem, Replaced both pass side door lock acturators , working fine ....
