1997 Jetta starting issue

About 75% of the time my car will start just fine but the other 25% when I turn the key all the car does is make a humming like noise. Sometimes it takes a while to finally get it to start, sometimes itll start after 2 or 3 key turns. Any help would be greatly appreciated.

Change out your ignition switch.
