93 cutlass supreme

I have a 93 cutlass supreme s 3.1 and it seems to be getting a lot of build up on the spark plugs having to clean almost every month. There is also some oil on the plugs and in the air filter. What can be the problem here?

On the plugs build up, what kinda build up ? Is it black like oily or white ash like ?
If you've got oil on the plugs probly a valve seal leaking though.
