94 ssei seat problums

none of the funtions for the lumbar part on my seats work on either seat all other seat funtions do work i replased the whole seat button cluster and it does the same thing u can just hear a faint click when trying the lumbar funtions with no movement is there a fuse or breaker or anything else i should be looking for i have a hard time believing its in the seats but not sure any help or location of possible problum would be greatful thanks in advance
