Hi,
I wonder if someone could make a suggestion about how to get the rear bumper covers (black plastic) Black again? wash or scrub doesn't help

Try to ust the same stuff thats makes your tires black, I have used it for that before, works good unless you live in a dusty area.

Regular application of Armor-All and the like will help darken it somewhat, but it is temporary. It is simply oxidation due to age and sun exposure, and unlike your headlight lenses where you can simply buff away the oxidized layer, the bumper pads are textured.
Though I've no experience nor seen anything on it, You might try the Krylon Fusion paint that is made to bond with plastic. I'd recommend removing the pads first if you can so you get full coverage and prevent overspray, and follow their directions on surface preparation. Good luck and let us know if you are successful.
