2002 S-10 Aux. Power outlets

I have a 02 S-10 with aux power outlet on the dashboard. these are basically, cigarette lighter outlets w/plastic caps on them. They don't have any power to them. I tried the ashtray lighter in them and it doesn't heat up and I checked them w/a voltmeter and shows no power, key on or off, engine running or not.
The truck is bare bones and was wondering if they were put there as a standard dash but have to be wired up as an option when ordering the truck or is there something I can check to get them to work.

Check both terminals on all fuses for battery voltage when the ignition is in the RUN position.

I checked these outlets when I bought the truck about 2 yrs. ago. they never worked. I checked all my fuses and they all checked good.
Out of curiosity, I checked the outlets again and found 12VDC on the right outlet and 0VDC on the left. I ended up pulling down the portion of the dash that they were mounted to and found that they are both powered off the same circuit. A connector that splits and powers both. I wiggled the connector and then got 13VDC on both outlets.
