wheel locks up 1996

i have a 1996 monte carlo and you can drive it by the drivers side wheel locks up. you get out jack up the car a wiggle the wheel and you can drive it again. please help.

do you have disc breaks up front if you do i would check the rubber line it may be old and wore out witch sometimes causes it to collapse when you drive or your caliper may be bad i would start with the line first.. hope this helps
