2001 Corolla P0240

I recently took my 2001 Corolla into the dealership after the engine light came on. They ran diagnostics and got P0240 Catalyst System Below Threshold. They recommended that I replace the Catalytic Converter.

Since my car has been driving fine I decided to drive it home so I could shop around, or see if its something I can resolve on my own. I have always been under the impression that if the catalytic converter goes - the car wont run, and that there is usually some underlying problem that caused the damage to begin with.

The car has 129k miles and has been well maintained for the most part. I am overdue for new sparkplugs and am wondering if this might be a good place to start, or if P0240 does indeed mean that I need a new catalytic converter.
