2004 gmc envoy xuv tailgate wont open

the tail gate will swing out but wont open swing down. the window works fine when i push the yellow button on the inside i hear the relay i try to open but nuthin. just wondering if anyone had a similar problem or can tell me where to look or whatnot any help will be appreciated thanks.
