Surging

I have a 1988 Jeep Cherokee 4.0 the engine surges from about 200 rpm to 1500.I checked the TPS and Idle control valve,Map sensor. Any ideas? I also got this with the vacumm lines removed if anyone has a pic of how they go it would be appreciated.
