Compressor was cycling properly but wasn't blowing too cold so I added 1 can of refrigerant and thats when this problem started. radiator cooling fans come on as soon as you turn the air on and it knocks out the compressor and makes the engine surge even from a cold start. When the ac is off the fans come on when their supposed to. Anyone else experience this?

The engine surges because the load is being removed and the idle is still set higher to compensate.
The fans are supposed to come on with the A/C. My guess is that it now has too much refrigerant and the pressure sensor is cutting the compressor off. The vehicle is only 4-5 years old so the A/C shouldn't have needed any maintenance. It will be more expensive to get it back to where it was. It is not simply a matter of letting some out of the valve.
How long are you waiting for it to blow cold? It can take up to 2 minutes on a hot, humid day to achieve the coolest temp, longer if at idle. Have you ever replaced the cabin air filter?
