1992 S10 Blazer

I have a 92 S10 Blazer,4x4. The 4x4 is not working so we did a code test we got 65 blinks which in the book means "pump motor relay circuit open" what does that mean and what do I do about it? Also is there a underhood fuse panel in this model if so where can I find it? :confused:
