How Much Glue?

I am getting close to picking up my reman'd long block for my 98 C1500 and I have some questions.
1) I know I need to use RTV on the Intake, should I use it anywhere else like timing chain cover, oil pan or rocker covers?
2) Should I use LocTite on the Torque Converter bolts?
