Do I have to pull the steering wheel if I change the ignition switch on a 2000 regal?

No. Just follow the instructions I gave you at your other thread. It works and good luck!
Also, you can use the procedure as a guide at the following link which has pics but replace the ignition switch and not multifunction switch as described in the procedure.
