Engine revs when clutch pushed in

I have a 1996 dodge avenger 4 cyl. When i press clutch in it revs anywhere from 2500-3000 rpms. A couple of times it has stuck at 3000rpms. I tried pressing on gas pedal to release but only raised rpms and stuck there, I had to turn car off. After turning off it works fine for a lil while and is right back. Any help on this would be greatly appreciated. Ron
