radio code problem V70 xc

Well, trying to enter dealer lock code to my 1999 V70xc with the radio on, and key in possition #1, now waiting more than 2 1/2 hours, and nothing appears in the face of the radio! (code? entry?) Led area of the radio has only displayed "OFF" the week that I have owned this car, so when I turn the ignition to #1, I push the power button from off to a blank screen and wait?? Is this correct?

Done,,, Key in position #1 "and" screen on radio with the word OFF, on it!! Two hours later, "code" was shown and I entered factory code, TUNES!
