Expected VSS connector voltage

The Chiltons manual states that when testing the Vehicle Speed Sensor (VSS) connector that it should be reading ~5.0V when the ignition is in the On position. I am getting only ~1.5V. Can anyone confirm that the 5.0V is correct and if so what could cause my intrepid to only be getting 1.5V on both the input and output VSS's. Car is intermittantly going into limp mode which is what has got me started looking into these sensors in the first place.
