Stick gas pedal

1995 Celica ST. The gas pedal sticks abit, which requires you to apply too much pressure to get it to move, then the car jumps. It's fine when the car is not in gear, no sticking at all. Once it gear, it now sticks.
I checked both cables, the one from the pedal and the one from the tranny. Both move freely. The throttle rotates freely also.
My son pointed out that this only occurs when the engine is running. I didn't believe him at first, but he's right. Must be related to something in the throttle body itself.
I have a feeling that it may just need a good cleaning. (140k miles). Any other thoughs?
