ECM Reprogram or replaced?

I think I might have a bad ECM in my 2000 Legacy Outback BUT I've heard that these (ECM's) don't go bad. Has anyone had one reprogramed or replaced?
I have two codes 0340, 0341. Both are for the cam sensor. I've replaced the sensor and checked every wire associated from the sensor to the ECM connection. Checked all grounds and according to Alldata my resistance values are good. It is down to the cam sprocket or the ECM.
The engine runs but the fuel/air mixture is off like the temp sensor is bad. Low power, black soot on plugs, bad smell and smoke. Temp gauge fluctuates on dash.
Wiggled some wires and got the engine to run normal. All codes cleared and did not come back. An hour later the codes were back and wire wiggling did nothing.

2000 Legacy Outback, MT, EJ25 SOHC.
