suburban a/c problem

I have a 95 sub with a/c control problems.The a/c is not working,the fan blows on the floor only the rear a/c light lights up when pushed.I do have power on the fan and rear defrost buttons,but front a/c and recirculate buttons do not.Clutch does not work when a/c button is pushed either.All fuses and relays are good.I put a new climate control panel in and it still did not work. A LITTLE HELP PLEASE!

1995 is probably a bad vacuum line///check all vacuum lines use a guage to find the leak[S]....................................
