Decals over metalic paints

Hey guys I had a quick question regarding metallic paints and decals. Just a few models ago I started spraying clear coat over decals sitting on gloss paint and so far I havent had a single problem. Just this past weekend, however, I finished painting a model using one of Model Master's custom lacquer system paints (silver blue metallic #28145). The surface feels a bit rough and my guess for why the paint job is bumpy is because of the flakes on the paint. I know I cant polish this type of paint. I have to first spray clear and then polish it to bring out some shine.
My question is since the paint job feels a bit bumpy, if I apply decals right over the metallic paint, will the decals look bumpy once they contour and dry onto the painted body? If so, how can this be avoided? Would it be most recomended to spray a few mist coats of clear first to smooth out the surface, then apply decals and then spray again with clear coat?

Yes, always, paint some color base, next a small coat od clear to make gloss surface, aply decal and another a few coat of clear
