1989 S-10 Pick-up wiper module--HELP!

I have an '89 S-10 pick-up that won't pass inspection because the wipers do not "park". I have tried 3 different motors. They still do not "park". They just stop where ever they are, when turned off. They are just standard wipers with "Low and High" only. Does anyone know where the wiper module is? According to an online Chilton's Manual layout, it appears to be on the firewall under the hood. However, it also shows the pulse sensor (which I believe is for intermittent wipers). Even more confusing, my local autoparts dealers say it is in the steering column!!!??? ANYONE HAD THIS PROBLEM OR KNOW WHERE THE MODULE IS?

Check all fuses and grounds.
Jumper pins 2 and 3 on wiper motor and connect 12 volts to pin no 4.
Does wipers now park?
