94 Taurus locked ignition switch

My 94 taurus (3.8 6 cyl auto trans) ignition switch is locked up. When I put the key in the ignition it can not be turned forward or back, the shifter is locked in park and the is steering locked. What do I do to check and fix?

I'll presume that you have tried rocking the steering wheel back and forth to see if this will allow the key to turn.

If you can get the key into the "RUN", not "START" position, there is a 1/8 inch hole below the key in the steering column cover. Insert a 1/8 " allen or drill bit into this and you can pull out your lock cyclinder and replace the lock cyclinder.

I tried rocking the wheel and also gentle tapping the inserted key with a rubber mallet which didnt help to turn the key at all. I know how to replace the lock by pushing in the release lever on the cylinder but like i say the key can not be turned at all.
