Replaced Head Gaskets and now have Problems

I had a bad coolant leak into the oil, I took the heads off and replaced all gaskets from heads on up with GM gasket kit. I found out the real problem was the intake manifold after looking at the gaskets. The oil I drained was very thick and gooy (white), after I started it back up I drained and replaced the oil three times, oil looks good now. I also flushed all the coolant passages and radiator and had good clear water everywhere when flushing.
After getting the engine back togather it started right up and sounded real good, the problem I am having now though is the engine is ideling way to high, I do not have any vacuum leaks the engine is tight with no vacuum leaks. the car shifts hard and I need to let off the gas pedal so it will shift, I can be on the interstate going 70 and let off the gas and it feels like I have cruise control (I do not have cruise control on ths car) it will stay at 70 for a while and very very slowly start to slow down, after I get on a side street and get up to around 30 it will pick up speed with my foot off the gas, it seems the longer it runs or the hotter it gets it gets worse.
the only thing I can think I changed is I cleaned out the EGR passage in the upper manifold, ( it was clogged up), I also cleaned the Passage in the throttle body that runs coolant through the bottom of the throttle body,(this was complety stopped up)
I took the IAC valve off and cleaned it, I noticed when re-assembling the IAC back into the throttle body the pintle did not seat off, is it supposed to? I also turned the ingition to the on position but did not notice the valve moving in or out.
I hope someone has an answer for me, I have run out of ideas.

I will also post in here how I finnaly fixed my Fuel Pump issue on a 2003 Malibu after putting in 4 fuel pumps, as you can guess it was not the fuel pump.

If you have a scanner (or one available) that can reprogram the IAC try that. If not, try disconnecting IAC again for 15+ seconds, reconnect, drive vehicle up to 40 MPH, hold for 30 seconds. This should reset the IAC as the pintle does not extend to close until reaching this speed.

This is a 1996 Lumina 3.1 engine,(can't believe I left that out after all I wrote)
I also tested the IAC per the chilton manual and it seems to be OK,( checked the resistance ), what else can I check the Idle will not come down.

Look for the throttle body sticking partially open, bad tps, coolant temp sensor not reading correctly, a vacuum leak, these would be the most common issues.

Solution:
Maxwedge was right , I checked all his recomenditions and found all were good except for the TPS, I replaced this sensor and now the car runs great, no high idle and the car shifts just like new.
