Low coolant light

The Low Coolant light on my '97 LeSabre does not come on. According to the owner's manual, it should come on for a few seconds when the ignition is first turned on. How does one replace the bulb? I have a Haynes manual and also a shop manual but neither explains how to get at that bulb. It is located along the narrow top panel just below the windshield.
