rodeo efi 4ze1 motor kicks but wont start

:confused: The fuel pressure is about 17kpa-2.5psi at the pump, someone has modified a pump to the outside of the tank, because it has a lpg system also. The motor kicks and tries to start, usually front & rear plugs seem dry like they are firing the 2 middle plugs are saturated with fuel. Other times all 4 plugs are saturated with fuel, almost locked the engine with the ammount of fuel in the cylinder, dropped out the plugs & wound over to get it out. Also heated the plugs on a soldering iron & tried running it out of fuel & starting on lpg. The ecu had a 10 amp fuse so changed it 15 amp but still no luck, I think comp. test is next on the cards! :banghead:Any takers Need help!!!:confused:
