i have a 1995 corolla and i recently got sum 17s and switched from kuhmo 185/65-14 to wanli 205/40-17 and every time i begin breaking for a stoplight or stop sign i hear this grinding type noise (sound like rubbing) also acompanied with a wooooooooo type noise but i think that part is just the noise from the tires, and i can feel a slight vibration in my break pedal. Any diagnosis on this or any suggestions or advice ?

You may have faulty brake pads due to not mating with the rotor when newly installed or a possible worn wheel bearing.

yes i was thinkin although there is still a good amount of pads left on my break pads maybe simply throwing on a new pair would be a great place to start ?

That may or may not be the problem.
Myself, I'd go to an independent shop for another opinion. A professional one.
I do not recommend throwing parts at a problem in hopes of correcting it. That just wastes money.

Check for a tire rubbing.
That's quite the jump in tire size/width.
I would bet a tire is rubbing the inner fender panel.
Then again, I could be wrong.
