95 civic injectors not firing

Hi noob here with a story. Daughters car was driving along when crank pulley fell off. d15b7 engine. Found that it chipped the crank keyway so I took the engine out and replaced the crank and bearings. I checked the crank to make sure that it was the same. Then found 2 wires on dist 7 wire connector had been peeled back so I fixed those also. Put in all new timing belt, wp and tensioner. Now it won't start. Checked to make sure all the timing stuff was done correctly, was ok. Checked all the wire ends where they plug into engine, seem ok. Did a fuel pressure ck 38 psi , ok. Ohmed out the dist sensors, all 3 ok. Checked for 5 volts between map sensor wiring reference wire and the ground at the thermostat, ok. Checked for voltage at the injector yel/blk power wire, ok. But when I put a test light to both the inj plug wires I don't get a flash when it should be plusing while someone is cranking the engine. I have also checked every fuse, ok. I pulled the plugs after cranking for a while and they were not wet. Another thing is the that since I have had it for 2 yrs it has never had a ck engine light on even when you first turn the car on. Second is that when I checked for the ecu codes (srs light) it gave me a 21-vtec solenoid, this is not a vtec motor, 11 - which is nothing on my list and then 21 again. I pulled the ecu backup fuse and it still gives me the same codes even when I don't try to start it. Can anyone help me. I have been working on this for 2 months and have bothered anyone I could for answers but kids gotta go to college and I am to poor for the repair shop. Thanks to all for any help. Ted New info to add. Checked a thread on this site and found a code list that shows 11 as a faulty ecu. Chilton manual does't even show a code 11. Which is correct?
