how to turbo and properly tune a b16a w/ stock internals

ok, ive searched and cannot find exactly what im looking for so heres my question, what do all is necesary to turbo a 1st gen b16a and make reliably around 250whp on stock internals? I know how a turbo setup works, but i lack knowledge in the fuel/ecu management area, i know i have to get it tuned to be reliable, also something i have no knowledge in, so i know it would have to be taken to a tuner, does anyone know of a good tuner in va also?
