keyless remote

i brought a 97 repo deville without remote without chip key ont the dash it keep saying theft problem car may not restart. but have been driving the car a month now no problem. i think someone replace the key switch with a chipless key. can i fix it another way.also i have a old remote from a diffrent car can i program it to the deville.
