2001 Montana Cooling Fan Troubleshooting

I have a 2001 Montana and the cooling fans don't appear to work under any conditions, a/c on or off they still won't come on, fuses seem fine, haven't checked relays yet or jumped them direct yet as I am not sure if they take direct 12v current or not (I read something about them being 6v?). Does anybody have any sort of troubleshooting advice or no where I can get a guide to start tracking this down?
Update: I swapped the relays and pulled the fuses just to make sure everything looked ok, when I plugged them back in the fans worked for about 30 seconds or so with the a/c on, at this point I'm thinking maybe one of the relays is bad and may try some new ones any other thoughts?
