I think the only way is to get replacement from Tamiya. Call them. They might send them to you for free.
Hey, where did you get the model?

3 options here:
1) The dealer should take the item back, or give you the item out of a box on the shelf, and then claim the replacement part back. Most hobby shops I've dealt with have this policy.
2) Order the replacement part for you (at no cost), and let you know when the parts are here. Normal if there are no other items available on the shelf.
3) You can phone the distribution (Tamiya America) and tell them how the hobby shop SUCKS, and you can't believe the bad service etc. etc., and ask them to send you a replacement part.
I recall a while ago a topic of how you could order a replacement part if it's bust or whatever. Don't think it was to do with Tamiya though.
The dealer should help you out - he DOES want you as a customer I suppose in the future? 'Cause if it was me, I'd tell him straight what I thought of him, and head over to his competition, and tell EVERYONE how shite his customer service is...

It is totally his responsibility to replace the kit for you, don't let him tell you otherwise. Ask him if he knows anything about the sale of goods act, that will wipe the smile off his face! Its up to a vendor to replace or refund any faulty item they sell, its then their responsibility to chase it up with the manufacturer/distributer.
If you don't mind me asking, how old are you?

The reason i ask is that it could explain why u were treated as u were. Sadly, far too many adults judge the younger generation and immediately drand them as glue sniffers or dope addicts. I have no doubt that he didn't believe a word you said when u told him the rims were missing, perhaps thinking you took them out yourself.
Personally, if i were u, i wouldn't be calling Tamiya, i'd be demanding my money back from this joker.

Tamiya will charge you for the rims i'm sure... You can request a sprue of part and tell you dont have it in box, but Body and most rims.. it's way too easy to say I don't have them to receive some other and have spare rims.. As revell missing part, I wonder why so many people order 2 set of rims everytime :D Rims look to be the most "missing" part in car modeling hehe I don't acuse you, it's just un general and why Tamiya will probably charge you

and if you call tamiya, ask your dad or an older person to call them.. If they hear a 15y old men asking for rims, it will look like a gimmic

1 question? Is your kit inside the bag open, if you tear open all the wrapes, they will not change for you because tamiya will not take the good that are void. If is still good in the box, the shop owner should change it for you.
1) Check your models parts when you purchase it next time, no matter which shop you buy from, check it and make sure no missing parts.
2) If the price is cheaper than the orginal price, something fish and you can request to open and check parts (of course is the kit you wish to buy), not open every box...
3) maybe you should ask your dad to go along with you to that shop and ask for refund or change a brand new kit. my 2cents

Here in Sweden we have a legal right to return or swap things if we have a recipe. The responsability is all in the hands of the dealer if he delivers a faulty product. I don't know what rules you have over there but there must be something you can do to convince the owner of the shop to swap your impreza to another one. Else you can always tell everybody that they'll be better of buying their stuff elswhere. All the power is in our hands, without customers they'll be out of buisness. Tell them that. That's the best I can come up with.
