97 cad deville/pass key problem

1997 cadillac deville,100k miles. Car will not start.messsage center reads wait 3 minutes and try again. Ignition key cylinder has been changes and new key cut with old keyes same resistance value.car still won't start;where is pass key module and could this be this be the problem.
