94 door lock question

94 voyager LE
The doors unlock with button on the both doors but the lock does not work on either door. I actually took the switch out of a 93 that I know work both lock and unlock.
I believe it is the lock relay but I cannot find it. I have removed the cover below the steering wheel and have found the relay box with flasher and like 5 relays on it but I tried fiquring out which is which by remocing while activating the unlock button but could not tell which relay is for unlocking so I am thinking I am not at correct location and don't see any relays on the fuse panel. I did not look on under the hood yet, is that where they are located. I do have the Haynes manual but does me no good on this.
Any advice is greatly appreciated.

The power lock relays are located below where the radio is, not easy to get to. If I remember correctly, they are the same kind of relays that are used in the power distribution box under the hood, and Im pretty sure there are 3 of them, if you have the remote keyless entry, on for just driver door unlock, one for the rest of the door unlock and one for lock.
One other question, does it lock when all of the doors are closed? I know the lock is disabled when the doors are open and there is a key in the ignition.

Thanks coalminer, I do not remember if I attempted locking with doors closed and key removed but I will try it. I will also look under the radio area. Really appreciate your tips, I never would have thought to look under radio area.

I did some testing and found that I am getting door lock power into the BCM but no power on the output side of BCM (ORG/white wire).
The relays are located just beneath the ash tray holder. You need to remove the bottom compartment for access.
Will the BCM out of a 93 Voyager that does not have the overhead console but the 94 does?? Seems to me that the BCM's should have the same number or does that not pertain to OBDI systems??
