blue smoke and a sputter at start up

When I start my car when it hasn't been drivin in a while, it makes a small sputter for a few seconds. Its not really missing out. When i give it gas blue smoke comes out the tail pipe. I'm think its the valves seals. How do you check to see if they are bad and what to look for?
