Fuel gauge troubleshooting

The fuel gauge on my '88 Jetta does not kick in until I have driven for about 10-15 minutes, then seems to work fine. If I turn off the engine for a short time then drive again, it works right away, so it seems to be affected by whether or not the engine is heated up. From what I can figure out, it is the fuel gauge sending unit, but since it'll cost me $45 for a new one and could be a fair amount of work to replace, I'd like to get some other opinions on this issue.

Are there other things that could cause my fuel gauge to only work when the engine is heated up? Thanks in advance.
